🔍 Malaysian Manufacturers Need to Know SIRIM—It Is More Than a Certification Mark!
If you operate a manufacturing business in Malaysia and want to supply large corporations, export your products or meet a buyer’s compliance requirements, you will probably encounter SIRIM.
From my experience working with industrial businesses, many owners think SIRIM is only responsible for placing certification labels on products. In reality, its role is much broader.
🏢 What is SIRIM Berhad?
SIRIM Berhad is an agency under Malaysia’s Ministry of Investment, Trade and Industry, or MITI. It is also a national industrial research and technology development organisation.
Its work connects three important groups:
🔹 Government: Contributing to national policies and aspirations
🔹 Industry: Enhancing market access, competitiveness and business growth
🔹 Society: Supporting safety, environmental protection and consumer confidence
Its vision is simple:
✨ “Best Partner for Innovation.”
🛠️ What does SIRIM do?
Its activities include:
✅ Industrial research and technology development
✅ Technology transfer and product development
✅ Technology audits and transformation planning
✅ Automation, smart manufacturing and Industry 4.0 support
✅ Product testing, inspection and certification
✅ Management-system certification
✅ Calibration and measurement
✅ Standards-related training and consultancy
✅ Packaging design and commercialisation support
The testing, inspection and certification activities most people associate with the SIRIM name are mainly delivered through SIRIM QAS International.

💡 How can SIRIM benefit SMEs?
1️⃣ Better market access
Certain regulated products must meet specific requirements. Large corporations, multinational manufacturers and overseas buyers may also request recognised test reports or certifications from their suppliers.
2️⃣ Greater customer confidence
Independent testing and certification provide evidence that a product meets relevant quality, safety and performance requirements.
3️⃣ Identification of production gaps
A Technology Audit can examine the company’s processes, equipment, technology and workforce before recommending an improvement plan.
4️⃣ Higher operational efficiency
Suitable mechanisation, automation and technology upgrades may help a manufacturer reduce errors, rejection rates and production costs.
5️⃣ Support for new-product development
SIRIM can support different stages of the journey—from research, testing and prototyping to packaging and commercialisation.
📊 A documented programme example
According to SIRIM’s 2018 Annual Report, the SIRIM–Fraunhofer programme had, by that time:
🔹 Audited 528 companies
🔹 Benefited 1,159 companies through technology-intervention projects
🔹 Recorded a sample increase in annual sales from RM1,315,023 to RM1,666,587—about 27%
🔹 Recorded a sample increase in labour productivity from RM76,671 to RM100,211—about 31%
These historical programme results are not a guarantee for every participant. However, they demonstrate how identifying a real production bottleneck and applying the right technology can produce measurable outcomes.
⚠️ One important misconception
Not every product requires the same SIRIM certification.
The applicable requirements depend on:
🔸 The product category
🔸 The relevant regulator
🔸 The intended export market
🔸 Buyer or supply-chain requirements
🔸 The quality standard the company wants to achieve
The best starting point is therefore to identify the applicable standard, regulatory requirement and testing scope before applying.
🏭 My personal takeaway
Choosing the right factory solves the company’s requirements for space, power supply, floor loading and location.
Long-term manufacturing growth also requires products and processes that are consistent, verifiable and accepted by customers. SIRIM can serve as an important bridge between a company’s production capabilities and market recognition.
If you operate a Malaysian manufacturing SME, begin by reviewing your product requirements, target market and current production challenges. You can then approach SIRIM to identify the most suitable programme or service.
